ULB Election arrangements accross Jammu Kashmir


Brief of Jammu Kashmir Administration Gears up for Polls

Kishtwar: District Election Officer (Deputy Commissioner) Kishtwar Angrez Singh Rana today chaired Final Phase training for Micro-Observers, Zonal/ Sectoral Magistrates, Presiding and Polling Officers for smooth conduct of Municipal Elections 2018 in the district.The polling for 13 wards of Municipal Committee, Kishtwar are going to be held on 10th October, 2018.

The DEO exhorted upon all the participants to adhere the Guidelines of ECI in letter and spirit for successful conduct and completion of Municipal Election. Besides, he directed participants to get fully trained regarding functioning and opertionalization of EVMs and other allied election works. Briefing about security arrangements, SSP Rajinder Kumar Gupta informed that adequate deployment have been made for ensuring incident free elections.

Nodal Officer Training Management, Pardeep Koul briefed participants about duties and role of Polling staff. He asked all the participants to check minutely PO handbook and Manual of EVM. Master Trainer Tanveer Malik practically displayed all aspects about the proper handling of EVMs. The participants were imparted elaborate training regarding Model Code of Conduct, preparation of polling parties, handling of law and order, training management, EVM, ballot papers, Systematic Voters Education and Electoral participation (SVEEP) and various other guidelines of Election Commission of India (ECI).

The DEO and SSP Kishtwar shared their contact numbers for the general information of the participants. Later, General Observer, Ashwani Kumar Khajuria, asked the participants to remain keen and pro-active during the election process. He further added that Micro Observers are eye and ear of the election process and they are required to threadbare observe all the activities while reporting.

Ganderbal: District Election Officer (DEO), Dr Piyush Singla, today chaired a meeting to review the arrangements put in place for the smooth conduct of Municipal Elections in the district. The meeting discussed threadbare all arrangements put in place, essential and integral measures taken, and the necessary precautions to be ensured during the electoral process.

The meeting was attended by Additional Deputy Commissioner, Ganderbal, SSP Ganderbal, Assistant Commissioner Development Ganderbal, Returning Officers, Assistant Returning Officers, Zonal Magistrates, Sector Magistrates, Zonal Police Officers, Sector Police Officers, Election Expenditure Monitoring Teams and other concerned.

The meeting discussed threadbare issues related to manpower, training of polling staff, communication plan, transport plan, material arrangement, expenditure monitoring, EVM management, establishment of helpline and complaint redressal, besides law and order issues and duty of zonal and sectoral magistrates.

Dr Singla directed the concerned Officers to remain vigilant and acquaint themselves with the knowledge, rules and regulations of Election Commission of India. He directed them to work as a team for bridging the communication gap and to yield better results. He further stressed on adhering to the model code of conduct during the election and added that Municipal Committee Ganderbal will go to poll on 16 October.

The meeting also inquired about the status of polling stations and it was informed that most of the polling stations have adequate basic facilities. The DEO said that every official concerned with the elections shall endeavor to facilitate the participation of the people particularly youth and ensure enabling environment towards strengthening grass-roots democratic institutions.

Ramban: Sealed Electronic Voting Machines (EVMs) and other election material for 18 polling stations of Ramban, Banihal and Batote Municipal Committees was handed over to Polling Officers and Polling Parties under the supervision of District Election Officer, Ramban, Showkat Aijaz Bhat at DC Office Complex, Ramban here today. The ULB polls are scheduled on Wednesday, October 10 in the district from 6 am to 4 pm.

The DEO entrusted upon the Polling and other officers designated with the election duty to work with utmost dedication and devotion for successful completion of polls. Three candidates of Banihal MC have been elected unopposed, he added. SSP, Anita Sharma informed that a foolproof security arrangements being made for safe and hassle-free transportation of polling staff and material.

Kathua: District Election Officer, Kathua, Rohit Khajuria today finalized the preparedness for the Urban Local Body polls scheduled on Wednesday, October 10 in the district from 6 am to 4 pm. Under the supervision of DEO, sealed EVMs and other election material were handed over to the Polling parties for 80 wards of one Municipal Council and 5 Municipal Committees of the district. Polling parties to far flung areas were also dispatched for the timely start of polling in such areas.

The DEO informed that a total of 15 polling stations have been identified as hypersensitive and 53 as sensitive, for which full proof security system has been put in place for free and fair elections. The DEO, accompanied by ADC, Ghansham Singh Bali, ACR, Jatinder Mishra, Dy DEO, Chand Kishore Sharma and ENT besides other concerned officers, also inspected the security arrangements for Strong rooms and Counting Halls, essential facilities at polling stations and transportation arrangements put in place by the administration for the smooth conduct of the elections.
The DEO stressed upon all stakeholders to follow Election Commission’s guidelines in letter and spirit.

Udhampur: Under the supervision of District Election Officer, Udhampur Ravinder Kumar, the polling parties and micro Observers for Urban Local Body polls for 68 polling stations in 41 wards of one Municipal Council and two Municipal Committees of the Udhmapur district were dispatched along with EVMs and other election material amidst heavy security from Boys Government Degree College, Udhampur, here today.

The DEO emphasized upon the Zonal and Sectoral Magistrates to evolve better coordination on the polling day i.e. October 10 to ensure effective polling. He further impressed upon them to ensure that polling parties should reach their respective polling stations on time. The DEO informed that a total of 55 ROs and ARO have been appointed for the successful conduct of the election process.Senior Superintendent of Police, Rayees Mohammad Bhat, Additional Deputy Commissioner, Gurvinderjeet Singh Observers, ROs & AROs and other senior officers of Police and Civil Administration were also present on the occasion.

Kishtwar: District Election Officer, Kishtwar, Angrez Singh Rana today visited various polling stations and inspected the preparedness and other requisite arrangements made for the Municipal elections scheduled on Wednesday, October 10 from 6 am to 4 pm. The DEO along with ADDC, ADC, ROs, AROs and other concerned Officers visited ITI Kishtwar wherefrom Polling parties along with election material were dispatched. He also inspected the security arrangements and other pre-requisites related with election process.

He directed the officers entrusted with election duties to remain extra vigilant and active to ensure free, fair and smooth conduct of election process.
