Brief of Jammu Kashmir Administration Gears up for Polls
Budgam: The District Election Officer (DEO) Budgam Dr. Syed Sehrish Asgar today said that district election machinery is fully prepared for the ensuing elections to Urban Local Bodies (ULB). Addressing media persons, she said all arrangements regarding deployment of security personnel, polling staff with polling material is fully ready for onward deployment as all the requisite randomization of EVMs, training to polling staff has already been concluded. She said to ensure smooth conduct of polling and maintaining law and order designated zonal officers/sectoral officers have been entrusted the responsibility in their respective zones/sectors.
The zonal officers in liaison with Returning Officers will ensure safe carriage of polling material, polling staff, to the polling stations and their safe dispensation back at collection centers/strong rooms. She appealed the voters to exercise their franchise freely. With respect to the time schedule of polling, the DEO said that polling will start at 07 am and will conclude at 04 pm.
Rajouri: The District Election Officer (DEO) Rajouri Mohammad Aijaz Asad today briefed the media persons about the arrangements made for ensuing elections to Urban Local Bodies (ULB). The DEO said that the polls under phase-I on Oct 08, 2018 will be held in all the five municipal committees of the district. The poll hours would be between 7am to 4pm and counting of votes will be held on Oct 20, 2018, he said.
DEO informed that out of 61 polling stations, four have been designated as hypersensitive, 33 have been designated as sensitive and 24 as normal. On security for the polling stations, DEO said: "we have a foolproof security plan in place for all the polling stations, and elaborate and separate plans for hypersensitive, sensitive polling stations. We have looked into all the aspects and would conduct free and fair elections.” He also informed that to conduct free and fair elections micro observers have been deployed in all the hypersensitive and sensitive polling stations.
DEO appealed voters to turn up at polling booths on poll day to participate in the elections to the urban local bodies. He also discussed the importance of the polls for strengthening democratic institutions at grass root level.
Ganderbal: The District Electoral Officer (DEO), Ganderbal, Dr. Piyush Singla today expressed satisfaction over the preparedness for the ensuing elections to the Urban Local Bodies (ULB) in the district. Addressing media persons, Dr Singla said 43 nominations have been found valid for 17 wards of Ganderbal Municipal Committee going to polls in the fourth Phase on October 16.
For strengthening the democracy at the grass root level, he appealed the people to participate in large numbers in upcoming elections. He said all the necessary arrangements have been put in place for the smooth and hassle-free conduct of elections in the district.
Regarding security measures, he said that all the necessary arrangements have been put in place for the safety of people participating in elections.
Anantnag: The District Election Officer (DEO) Anantnag, Mohammad Younis Malik, today said that all the requisite arrangements have been put in place to ensure free, fair and transparent elections for the Urban Local Bodies (ULB) in the district. Addressing media persons, the DEO said election related preparations, foolproof security arrangements, transport and communication plan is well in place for the elections.
Anantnag district consists of 139 wards having nine Municipal Committees and one Municipal Council. Total electorate for Urban Local Bodies Elections is 101,423. Polling for phase-I shall take place on October 08, 2018 from 7:00 am to 4:00 pm.
The elections are being conducted in four phases in district Anantnag. Under Phase-I MC Achabal, Kokernag and Qazigund, consisting of 28 wards having 10555 electorates are entitled for exercising their franchise. Under Phase-II the elections will be conducted for the Municipal Council Anantnag and 25 wards having 47923 electorates and Municipal Committee Bijbehara consisting 17 wards having a total urban electorate of 12044 electors.
Under phase-III, the Municipal Committees of Mattan, Pahalgam, Aishmuqam and Seer Hamdan having 52 wards with an urban electorate of 20,127 will go to polls. Similarly, under the 4th and final phase the MC Dooru-Verinag having 17 wards with an urban electorate of 10744 will be entitled for exercising their franchise. He said that by these elections the institutions of local self-governance will be strengthened resulting in their inclusion in the developmental process at grass root level.
Kulgam: District Election Officer (DEO) Kulgam, Dr. Shamim Ahmad Wani, today said that all the steps have been taken to ensure smooth, free and fair conduct of elections to Urban Local Bodies (ULB) in the district. Addressing media persons, the DEO appealed people to participate in large numbers in upcoming elections to strengthen democracy at grass root level. Elections in all 11 CD blocks of the district will be held in 7 phases.
It is pertinent to mention that Kulgam has 4 Municipal Committees with total number of 40 wards and 16 candidates were elected unopposed. For panchayat elections there are 11CD blocks constituted of 178 Panchayat Halqaas, and a total number of 1336 panch constituencies.
Bandipora: District Election Officer (DEO) Bandipora, Dr. Shahid Iqbal Choudhary, today finalized preparedness for the first phase of elections to Urban Local Bodies to be held on October 8, 2018. DEO said that smooth conduct of civic polls is must for involving people at grass root level in decision making. Among others, Chief Education officer Bandipora besides ROs and AROs were also present.
Later, DEO held meeting with the contestants of Urban Local Bodies in Bandipora. The meeting attended by observers discussed various issues for the peaceful conduct of Municipal Elections on October 08. It was given out that polling shall start from 7 am to 4 pm in the district. He stressed upon the contestants to follow set guidelines in letter and spirit.
Kargil: The District Election Officer (DEO) Kargil, Vikas Kundal, today said that all the arrangements have been put in place for the ensuing Urban Local Body (ULB) elections in the district Kargil. Addressing media persons, he said arrangements regarding security, deployment of polling staff as well as randomization of polling staff and EVMs besides training to polling staff have already been concluded.
The DEO appealed the voters that they should come out to cast their franchise freely. While elaborating on arrangements, he said to ensure smooth conduct of polling, necessary arrangements have been put in place in all 13 wards of Municipal Committee, Kargil. With respect to the time schedule of polling, he said that polling will start at 07 am and will conclude at 04 pm. He said 6069 voters are enrolled in Municipal Committee, Kargil while as 2 polling stations were declared hyper sensitive and 11 sensitive polling stations.
He said two model polling stations have also been established to facilitate the voters. Assistant Commissioner Revenue, Sonam Chasjore were also present on the occasion.
Kathua: DEO Kathua, Rohit Khajuria held an interaction with media persons at the conference hall of DC Office Complex, Kathua here today regarding the forthcoming ULB election in the district. The said polls in the district will be conducted in second phase on 10 October for 5 municipal committees and 1 municipal council. The poll hours would be from 7 am to 4 pm and the counting of votes will take place on 20 October.
While briefing the media persons, DEO informed that 368 candidates are contesting in Kathua district comprising of 80 wards having 113 polling stations at 60 polling locations. He also informed that one candidate namely Surmu Din of ward 2 of Lakhanpur municipal committee stands elected unopposed, thus reducing the number of polling stations from 113 to 112.
Commissioning of EVMs, training of poll staff, finalization of poll parties and randomization of EVMs are also in progress to ensure smooth conduct of elections, DEO said and further added that 28773 male electors and 26301 female electors are going to participate in Kathua ULB polls for which all the necessary arrangements are made beforehand.
Talking about the sensitivity, DEO informed that 53 polling stations have been designated as sensitive, 15 as hypersensitive and 45 polling stations were declared as normal for which full proof security system has been put in place for free and fair elections. Among others DyDEO, Chand Kishore Sharma and ACR, Jatinder Mishra was also present on this occasion.
Kupwara: All the arrangements have been made to ensure free, fair, transparent, smooth and peaceful Urban Local Body elections in Kupwara district commencing from October 8. This was stated by District Election Officer Kupwara, Khalid Jahangir while briefing media persons here today.
The DEO said that adequate arrangements of security, transport, post-poll plan etc have been made for both phases to be held in Kupwara on October 08 and Handwara on October 10 in Municipal Wards of Langate respectively.
Udhampur: The District Election Officer (DEO) Udhampur, Ravinder Kumar, today briefed the media about the preparedness of the district for upcoming Urban Local Body (ULB) elections. He said all the prerequisite steps have been taken for the smooth, free and fair conduct of the elections. He said there is one Municipal Council and two Municipal Committees in Udhampur district with MC Udhampur having 21 wards, MC Ramnagar 14 wards and MC Chenani seven wards. There are 68 polling stations in all the three MCs.
Pulwama: Panchayat Raj Institutions are necessary for the deliverance of basic amenities at grassroot level and their election will greatly help in speeding up the march of progress, District Election Officer, Pulwama, G.M Dar said today at a press briefing here at DC office Pulwama. He added that for the betterment of a society, people of a particular place need facilities like roads, electricity and Water.
“For the deliverance of these services, there must be some institutions at the grass root level and Panchayati Raj Institutions fill that void,” he said, adding that basic amenities can’t be delivered in space without institutions. He added that it in this context that Panchayat elections are being held so that people’s grievances can be redressed at the grassroots level.
Samba: District Election Officer (Deputy Commissioner) Sushma Chauhan today said that the district administration Samba has made elaborate arrangements for free and fair conduct of Urban Local Body polls across 4 municipal committees of the district.
Speaking at a media briefing here, she said “District Samba falls under the 3rd phase of Municipal Election schedule and the polling in the district shall be held on 13th Oct in 04 Municipal Committees viz MC Samba, MC Bari-Brahmana, MC Vijaypur, MC Ramgarh, in which 242 nominations have been received after withdrawal’’. She further informed that all basic facilities like Drinking Water, Electricity, Toilet etc has been put in place for facilitating the voters. She also informed that necessary security arrangements been put in place and special security deployment shall be made at all polling stations to thwart any untoward incident. October 13 is declared as holiday in the Distt. so as to propel mass participation on the polling day.
Ramban: District Election Officer (DEO), Showkat Aijaz Bhat, today briefed the media persons about the arrangements made for ensuing elections to Urban Local Bodies (ULB). The DEO said that the polls under phase-II on Oct 10, 2018 will be held in all the three municipal committees of the district.
The poll hours would be between 7am to 4pm and counting of votes will be held on Oct 20, 2018, he said.
He informed that out of 18 polling stations, four have been designated as sensitive and 14 as normal. He said that out of 21 wards of three MCs of district three of MC Banihal have been elected unopposed. Total 6606 voters including 3228 females have been registered in three MCs of the district. In Ramban 1842 including 876 females, in Banihal 1959 including 953 females and in Batote 2805 including 1406 females will exercise their right to franchise.
On security for the polling stations, the DEO said “Administration has put in place a foolproof security plan for all the polling stations,. We have looked into all the aspects and would conduct free and fair elections.” He also informed that to conduct free and fair elections micro observers have been deployed for all the polling stations. He said that a control room has been established for the redress of grievances and complaints.
District Election Officer, Ramban Showkat Aijaz Bhat convened a meeting of ROs, AROs, Zonal and Sectoral Magistrates here today to review the arrangements put in place for free and fair ULB Elections in the district.
SSP, Ramban, Anita Sharma, ACR Vavaik Puri, Dy. DEO Zaheer Abass , DIO, NIC Parvinder Kumar, ROs, AROs, Zonal and Sectoral Magistrates and other concerned officer attended the meeting. The DEO reviewed arrangements including functioning of different teams, deployment of polling staff, security, transport and post-poll plan etc.
The DEO directed the officers associated with the elections to work with utmost dedication and devotion for successful completion of ULB polls. He assured the participants that all necessary arrangements have been put in place for ensuring free, fair and transparent elections in the district.
Earlier, the second phase of randomization of EVMs for ensuing Municipal Election was done under the supervision of District Election Officer, (DEO) in the presence of representatives of political parties.
dhampur: The final preparation of EVMs was done here today by the district Election Authority under the overall supervision of District Election Officer, Ravinder Kumar. Deputy District Election Officer, Sapna Kotwal informed that the final preparation and sealing process of EVMs for upcoming Municipality was done after testing the functioning of each machines.
She said that on 9th of October all EVMs and other election material will be handover to ROs and polling parties for further transportation to the polling stations. Among others present were District Treasury Officer, Dr Lokesh Gupta, Election Naib Tehsildar, Mohd Ali Mughal besides Returning Officers.
Shopian: District Election Officer (DEO) Shopian Dr. Owais Ahmad today said that the administration has made elaborate arrangements for the smooth, free and fair conduct of Urban Local Body (ULB) polls.
The DEO informed that there are nine blocks, 98 Panch halqas, 791 Panch constituencies, 791 polling stations located at 272 places in the district having voter population of 146000for Panchayats around.
